Composition
The council consists of one chairman and one vice-Chairman, and there are four standing committees: the Council Operating Committee, the General Affairs and Economics Committee, the Environmental Protection Committee, and the Urban Construction Committee.
In addition, if necessary, special committees can be established by a resolution of the plenary session

- The chairman represents the council, organizes decisions, maintains order in the meeting hall, and supervises the affairs of the council.
- The vice-Chairman acts on behalf of the chairman in the case of an accident.
- The Standing Committee handles bills and petitions under its jurisdiction.
- The secretary general, under the direction and supervision of the chairman, oversees the affairs of the his/her council and directs and supervises the staff under his/her control.
- In order for the council to efficiently carry out its work, it includes council members, doctors, and public relations committee, prepare and expert members.
- The expert members review and report the agenda of the review reports, and assist in the progress of decision-making.
